Government Subsidy Increases COBRA Unemployment Health Insurance Affordability

In 1986, Congress passed the Consolidated Omnibus Budget Reconciliation Act, COBRA, as a means for stale employees, spouses, and dependent children to continue the group health insurance previously provided by an employer. The coverage was paid completely by the insured. In many cases, the cost of the coverage was prohibitively high, especially if the premiums were being paid for out of unemployment benefits. In light of the rising unemployment rate and the cost of health insurance, the affordability of COBRA gained government attention. The American Recovery and Reconciliation Act of 2009 (ARRA) includes a provision to gash the cost of continuation coverage to eligible laid-off workers by 65%.

How the Subsidy Works

The COBRA subsidy became effective as of March 1, 2009 for workers laid-off between September 1, 2008 and December 31, 2009. Anyone who became involuntarily unemployed during this time period and had been covered by group health insurance provided by the stale employer must be notified of the availability of the subsidy by April 18, 2009. The subsidy is available for nine months of coverage unless another group health insurance is available or the worker becomes eligible for Medicare. Generally, COBRA is available for 18 months.

The subsidy is in the acquire of a tax credit for employers at the rate of 65% of the cost of COBRA for worn employees, eligible spouses and dependent children. Those receiving the help will only be billed for the remaining 35% of the premium. Employees who lost their job during the qualifying time period and declined coverage before ARRA was enacted are now eligible to receive coverage. The enrollment period for accepting coverage is 60 days from the date of unemployment. The reduced premium is only applicable to payments from March 1, 2009 forward.

Employers with 20 employees or less are not required to provide COBRA continuation coverage under Federal law; however several states do require tiny businesses to participate if it offers coverage to retained workers. If the old-fashioned employer no longer offers group health insurance either due to dropping the coverage for remaining workers or through business closure, COBRA coverage is no longer available.

Who is Eligible for the COBRA Subsidy

People who became unemployed through no fault of their beget and whose feeble employer maintains group health insurance are eligible for coverage subject to sure income limits. The subsidy is not available for people who have a modified adjusted nefarious income in excess of $145,000 or $290,000 for those filing a joint return and is phased out beginning at $125,000/$250,000 income level. If a laid-off worker is eligible to receive health insurance through a spouse’s employer or Medicare, the subsidy does not apply.

COBRA Information Resources

As the subsidy and associated changes to COBRA continuation coverage is so novel, there may be a time between when the subsidy became law and when it is actually establish into action. Government Support Key to Adoption of Electronic Medical Records

An electronic medical record (EMR) or electronic health record (EHR) replaces the traditional paper chart for patients. It’s believed that health care facilities that use EHR systems deliver more efficient and higher quality care. In today’s digital age, electronic medical records are certainly the wave of the future. However, proponents of universal adoption are still frustrated by the rate at which they are being implemented.  According to a study just released by the National Center for Health Statistics, only 38.4% of physicians reported using a full or partial EMR system. This data is similar to what the Commonwealth Fund reported this year, that only 28% of physicians in the United States use an EMR (compared to 89% in Britain, and 98% in the Netherlands).

 EMR supporters hope that increased involvement by the government will help speed things along. President-elect Barak Obama has endorsed EMRs, and their adoption is a key part of his $50 billion dollar health care reform plan. In a radio address on December 6th,  President-elect Obama stated, “We will make sure that every doctor’s office and hospital in this country is using cutting edge technology and electronic medical records so that we can cut red tape, prevent medical mistakes, and help save billions of dollars each year.”

 President-elect Obama has also appointed former-Senator Tom Daschle as Secretary of Health and Human Services. He also intends to nominate Daschle to lead a new White House Office of Health Reform, with Jeanne Lambrew as his deputy. This is encouraging because the two co-authored (with Scott Greenberger) a groundbreaking book on health care reform titled Critical: What We Can Do About the Health Care Crisis. One of the main ideas Daschle and Lambrew present (and show support of) is the adoption of EMRs.

 Even before the election, government support of EMRs was brewing. In September of 2008, Representative Peter Stark (D-Calif.), chairman of the House Ways and Means Health subcommittee, introduced the Health-e Information Technology Act of 2008.  The bill requires the government to create standards for an interoperable electronic health record system, and to create such a system by a certain date. It includes incentives to drive the adoption of such a system, as well as measures to protect the privacy of patients.

 No doubt, this is a massive undertaking requiring an enormous amount of resources. One positive is that the government won’t have to start from scratch. Other countries have successfully implemented similar systems, and there is company right here on U.S. soil leading this initiative. If an EMR is to provide a comprehensive solution for today’s practice environment, there must be an integrated set of clinical and practice management applications. Can Someone Please Invent a Vaccine for Government? I Wish to Become Immune

With the President declaring the swine flu outbreak a “national emergency” and relaxing the rules to ensure everyone gets their shots “during a crisis,” the way is being paved for frightening the population into accepting a vaccine that is inadequately tested and may well cause more illness than the “epidemic” it is purported to counter.

To be honest, I am more worried about the behavior of the government than I am about a flu virus. I’ve run into flu many times in my long life as I have inept government and I know which scares me the most.

For a start, one can be forgiven for asking “what epidemic?” It appears to be a media phantasm more than anything. There is no evidence thus far to suggest that swine flu is anything but milder than the normal seasonal flu which nations year in and year out take in their stride without fleeing ashen-faced for the hills.

So to whose tune is the White House dancing? What pressure is being applied that brings about this febrile servitude to merchants of fear and chaos?

Upon what are the White House, the media and the pharmaceutical manufacturers basing their wailing and gnashing of teeth and their exhortations to “Be afraid! Be very afraid!” They begin to appear less than level-headed.

While the swine flu provides less of a justification for national and international terror than, say, seasonal flu, malaria, heart disease, diabetes, drug overdoses and deaths while in the hands of psychiatry, the vaccine purported (but not proven) to deal with it is genuine cause for alarm.

I would fear the vaccine the population is to be injected with en masse far more than a dose of flu. There are after all precedents for vaccines doing more harm than the disease.

One only has to look at its list of contents; the antifreeze and mercury, pig blood, rabbit brain and other assorted offal for instance and the very inadequate testing it has undergone, to conclude that one would probably be better off taking their chances with the flu.

After all, media doom-mongering to the contrary, I don’t know anyone personally who has actually had this flu, at least nothing severe enough to be classed as more than a cold. I do know one lady who knows someone who had it and she reports they were off work for three days and then got well. Scary stuff! I see from discussions on the internet many other people who have similar observations.

Of the small number who have tragically died after catching the flu, almost all already had prior health and nutrition issues that rendered them more vulnerable and this very same vulnerability may well place them at risk from the vaccine too.

Reasonably healthy people on the other hand, if they catch it at all, spend a few days in bed, take their vits and ginger. honey and lemon drinks and get over it as the majority of human beings always have done. Based on what we have seen so far, if you are in reasonably good condition, the likelihood of you dying from this flu is almost zero. We cannot yet be so confident about the vaccine

On the other hand, even in good health as I am, I would not inflict upon my body or the bodies of my children the gunk they have put into this improperly checked and tested vaccine. Of course, if they do go ahead and mass-inoculate the population and people get ill or die from the antifreeze, mercury, aluminum and so forth, it will be easy to cover it up by blaming the flu, won’t it?

The H1N1 vaccine lists pig’s blood and “porcine” among its charming list of assorted gunk. I’m not a Muslim but I’m wondering what would be the position should human rights be violated and compulsory vaccination inflicted on the populace, of devout Muslims?

Of the two evils, I’ll take my chance with what at the moment appears to be the lesser: the flu, thank you very much.

And if I take plenty of vits, especially C and D, maintain a healthy diet and keep taking the Wild Blue-Green Algae, I have no doubt I’ll either not catch it at all or I’ll spend a couple of days in bed worrying about the febrile state of mind of my government and then get on with my life.

A Pandemic Six Times as Deadly as Swine Flu And The Government Does Nothing. Why?

That government has become, to it’s shame, an appendage of the big corporations and is nowhere better evinced than the betrayal of the citizenry by those bureaucracies that purport to be safeguarding our health.

Nothing is done, for instance, about the pandemic of drug deaths resulting from prescriptions drugs. If a pandemic alert can be declared and the government galvanized to some sort of action, however batty, and great consternation and prophesies of doom leap out at us from the front pages of newspapers over Swine Flu for example, then why not the same level of concern over the deaths caused by prescription drugs?

As of November 17th, Swine Flu had claimed just over 8,000 lives worldwide, while over the previous 300 days, death by prescription drugs claimed nearly 49,000 lives – that is Six times as many deaths from prescription drugs as from the Swine Flu virus.

So, why the wailing and gnashing of teeth over Swine Flu on the part of the dangerously inept entities that presume to rule our lives, while prescription drug deaths raise apparently little concern, even though they expunged Six Times as many human beings in the past year?

Worse, Swine Flu is – or so we are told – an act of nature. It will run its course and die out. The prescription drug epidemic, on the other hand, is entirely man made; it is caused by the decisions, choices and actions of men. And it will be with us from hereon out, claiming lives by the tens of thousands relentlessly into the far future unless men do something about it. Natural calamities, it would seem, pale to insignificance, compared with the devastation we can visit upon ourselves. Actually, I should say compared with the devastation that can be inflicted by a few men upon the rest of us.

Robert DuPont, former White House drug czar and former director of the National Institute on Drug Abuse said, “The biggest and fastest-growing part of America’s drug problem is prescription drug abuse. The statistics are unmistakable.”

USA Today reports that about 120,000 Americans end up in hospital after overdosing on just on opioid painkillers each year, and prescription drugs in general cause most of the more than 26,000 fatal overdoses annually.

You would think that such a death toll would galvanize the powers that be to action wouldn’t you?

I don’t know about you, but if were in charge of the government and I became aware of this pandemic of drugging that is killing far more of my fellow human beings even than swine flu year in and year out and that, at the same time, the health of the nation is getting weaker and “depression” and so forth, are so much on the rise that even our armed forces are committing suicide faster than the enemy can kill them, I’d want to know what the heck is going on and who is responsible for this mayhem – and I would darn sure do everything in my power to stop it.

I would certainly not be trying to defend the purveyors of death nor make excuses for them nor deflect criticism from them. Neither, would I be willing to mobilize the forces of the state so as to protect this status quo, I don’t care whose profits are at stake.

But that’s just me, naïve soul that I am: I forget sometimes that there is hardly a government on the planet, so-called democracy or otherwise, that did not grow out of the determination of one vested interest group or another to protect and advance itself and that Presidents, Prime Ministers and political parties also have a hidden senior echelon to whom they must answer.

Okay, so obviously some modern calamities elicit concern and action of some kind, however badly thought through. Other calamities, though worse, do not stir the powers that be out of their torpor.

Clearly then, some calamities are considered bad while other mass killers are considered acceptable, even though they claim more lives.

Who decides such things and on what criteria?

Well, the profits of big corporations would appear to be one of the criteria and whoever it is our governments work for, they do not work for the good of all the people.

Until they do, they do not deserve and indeed must not be given our support.
